Reason: lol Mushroom Kingdom.. The lightbulb no longer shows up for "low level" quests more than 10 levels below yours, I think? You need to accept the "Mushking in Danger" quest in your lightbulb notifier on the left side of the screen before you can get any quests in that map, but I don't think that got reset in any of the revamps, so you shouldn't have to do it if you already did years ago.
